아시아·태평양 사법정의 허브, 서초역 사거리
대한민국 대표 법조단지의 역사적·문화적 가치를 담은 스토리텔링으로 ‘사법정의 허브 거리’ 조성
'아·태 사법정의 허브'는 대법원, 대검찰청, 대한변호사협회 등 대한민국 대표 법조단지가 위치한 서초역 일대의 약 53만 6천㎡에 이르는 거리이다.
24년 3월 서초역 일대를 ‘아·태 사법정의 허브’로 지정·고시하고 7월에는 ‘사법정의 허브’ 선포식을 개최한 데 이어 11월에는 법조인과 구민 200여 명이 참여한 학술대회를 열기도 하는 등 이 지역을 네덜란드
헤이그와 같은 세계적인 사법 정의의 메카로 조성하기 위한 계획을 추진하고 있다.
서초구는 시민들에게 서초동 법조단지의 역사적·문화적 가치를 알리고 아시아·태평양 지역의 법률 중심지로 도약하기 위해 서초역 사거리에 ‘사법정의 허브 거리’ 조성 사업을 시행했다.
‘사법정의 허브 거리’의 중심인 오픈스페이스 상징공간 조성은 아‧태 사법정의 허브의 중심지인 서초역 사거리 인근 약 890년 된 보호수 향나무 ‘천년향’을 중심으로 추진됐다. 도로 한가운데 있어 접근이 어려웠던
향나무에 쉽게 다가갈 수 있도록 앞쪽에 있던 유턴 차로를 뒤편으로 옮기고, 횡단보도와 연결된 접근로를 새롭게 조성하였으며 특히 향나무 뒤편에는 후계목을 심어 천년향의 맥을 이어가도록 했다.
오픈스페이스 내 법조단지의 상징 강화를 위해 법원·검찰·경찰·변호사협회 등 주요 법률기관의 CI 상징물을 설치하고 바닥에는 법률 명언을 새겨 자연스럽게 법과 정의의 가치를 체감할 수 있도록 했다.
상징물 외에도 약 20명의 인원이 착석할 수 있는 휴게 벤치를 설치하였으며 차량으로부터 보호하기 위한 유리휀스와 가드레일로 편의와 안전을 모두 확보하였다.
이와 함께 서초역 사거리 일대에 아·태 사법정의 허브의 상징물 향나무를 형상화한 통합 BI를 개발하고 이를 활용한 안내사인을 설치하여 시각적 정체성을 구축하였다.
상징공간에 더해 사계절 푸른 향나무와 어우러진 법조단지 경관은 주민과 방문객들에게 열린 법조 문화공간이자 일상 속 사법 문화를 경험하는 장소가 될 것으로 기대된다.
'The “Asia–Pacific Judicial Justice Hub” is a 536,000㎡ (approx.) street district around Seocho Station, home to Korea’s leading legal institutions—including the Supreme Court of Korea,
the Supreme Prosecutors’ Office, and the Korean Bar Association. In March 2024, the Seocho Station area was officially designated and announced as the “Asia–Pacific Judicial Justice Hub.”
This was followed by a declaration ceremony in July and, in November, an academic conference attended by around 200 legal professionals and local residents.
Through these and related initiatives, the district is pursuing a long-term plan to develop the area into a globally recognized center of justice—on par with The Hague in the Netherlands.
To raise public awareness of the historical and cultural significance of the Seocho-dong legal district and to elevate the area as a legal hub for the Asia–Pacific region, Seocho-gu District
implemented the “Judicial Justice Hub Street” project at the Seocho Station intersection.
At the heart of “Judicial Justice Hub Street” is an open-space landmark area developed around “Cheonnyeonhyang” (Thousand-Year Juniper ), a protected juniper tree estimated to be
about 890 years old, located near the Seocho Station intersection—the core of the Asia–Pacific Judicial Justice Hub. To make the tree more accessible, the project relocated a U-turn lane
that had been positioned in front of it to the rear, and newly created an approach path connected to a crosswalk. In particular, a successor tree was planted behind Cheonnyeonhyang
to carry on its legacy. To further reinforce the symbolic identity of the legal district within the open space, CI-based (Corporate Identity) symbolic installations representing key legal
institutions—such as the courts, prosecution, police, and the bar association—were installed. Legal quotations were also engraved into the pavement so visitors can naturally experience
and reflect on the values of law and justice. In addition to the symbolic installations, resting benches accommodating about 20 people were added, and both convenience and safety
were ensured through glass fencing and guardrails to protect users from nearby traffic.
In parallel, a unified brand identity (BI) inspired by the district’s symbolic juniper tree was developed for the Seocho Station intersection area. Wayfinding and information signage utilizing
this identity were installed to establish a cohesive visual presence. Together with the evergreen junipers that remain green through all four seasons, the legal-district streetscape is expected
to become an open civic cultural space—where residents and visitors alike can encounter and experience judicial culture as part of everyday life.
